TVA Increases Rates -Decreases Fuel Cost Adjustment

TVA’s Board of Directors met Thursday, August 21, 2009 and approved their fiscal 2010 budget which includes $10.2 billion in operating expenses and $2.3 billion in capital investments. Although the TVA Board approved an 8% increase in the average wholesale rate to distributors, the increase will at least initially be offset by an 11% decrease in the fuel cost adjustment (FCA). Both rate actions will take effect October 1, 2009. Tri-County Electric member-owners use an average of 1300 kWh per month. Based on average usage, their electric bill will decrease approximately $2.00 per month. According to TVA officials, the rate increase is due to a projected budget shortfall due to an "unprecedented decline" in sales revenue in addition to other factors including the Kingston, Tennessee recovery effort and North Carolina Clean Air lawsuit. The FCA decrease is due to an increase in hyrdro generation alongside the stabilization of fuel prices. This is the fourth straight quarter TVA has reduced the FCA portion of their rate which will now be adjusted monthly rather than quarterly to prevent widespread fluctuations.
